This holiday has been celebrated ever since 1865, which is the year that slaves in Texas found out that they were free. They found out 2 years after the Emancipation Proclamation, which was the law of Abraham Lincoln that declared all slaves free. The bill was approved unanimously in the Senate, and it was easily approved in the House. Biden signed the bill into law, and he announced that most federal workers would get a day off on Friday. There is an exception for the US Postal Service. They said that they support the law, but they cannot stop their operations on such a short notice.
